CMS Releases 2025 Final Rule for the Hospital Outpatient Prospective Payment System (OPPS)

Medicare Advantage Plans

CMS has released the CY 2025 Final Rule for the Hospital Outpatient Prospective Payment System (OPPS). Find details here:

There were no big surprises in the final rule. The payment methodology for CTPs/skin subs will remain the same in the hospital outpatient setting, meaning, CMS did not adopt any of the Hospital Advisory Panel recommendations regarding things that needed to be corrected/fixed. CMS also did not adopt the HAP recommendation to allow a separate payment for TCC when performed on the same date of service as debridement or CTP/skin sub application.

The short version, based on my cursory read, is that no old problems were fixed but no new problems were created by the final rule. Feel free to send me any comments or observations as you dig into the fine print yourself.
